Officers responded about 9:40 a.m. to the area of 20th Street and Sanford Avenue, near Downer Elementary School. Chou said a witness reported hearing gunshots and saw a male pointing a handgun at a vehicle with tinted windows.

The shooter and the person who was the target both were gone by the time officers arrived, but investigators found more than one used shell casing on the roadway.

Police also placed the school on a lockdown for what Chou said was a safety precaution. The lockdown stayed in effect four about four hours.

In addition to the shell casings, investigators developed leads and identified the juvenile suspect who police believe is responsible for the shooting. Officers later served a search warrant in the 1800 block of Wilcox Avenue and arrested the man on suspicion of being an accessory to the crime, Chou said.

In that search, Chou said detectives found evidence related to the shooting and that allowed them to track the juvenile down at Richmond High. Chou said officers arrested him there without incident and booked him into Juvenile Hall on a firearms charge.

According to Chou, police believe the encounter was an isolated incident and that the shooter had at least one intended target. Police alerted hospitals to the shooting, but police have not received any reports of a wounded person arriving.

Police are still looking for information and encouraged anyone with information to contact them at 510-215-3150.
