Feds take aim at twice-deported Bay Point man convicted of sexual assault spree

OAKLAND — Federal prosecutors here have filed a felony case against a man who was convicted this year of groping three women and a girl over two days, and of exposing himself to a nurse, after returning to the Bay Area from two deportations.

Oscar Medrano, 39, was convicted in April of four misdemeanors in the sexual assault spree, then later pleaded guilty to misdemeanor drunk driving and indecent exposure charges to settle two other cases. He was given two years for the sexual assaults and 180 days in jail for the other crimes, court records show.

But now, Medrano, a Bay Point resident, faces federal charges that carry up to 20 years behind bars. A federal grand jury indicted him on charges of illegal entry following deportations to Mexico, court records show.

Medrano is in custody in Contra Costa, records show.

Court records indicate Medrano has been prosecuted several times over the past 10 years. One memo, filed in Medrano’s drug case, says he has lived in the United States for most of his life and that his parents brought him from Mexico to Pittsburg when he was an infant.

He was deported in 2015, after serving a six-year state prison term for convictions of inflicting corporal punishment, child cruelty, willful discharge of a firearm in a negligent manner and being a felon in possession of a firearm. The charge stemmed from Medrano attempting to shoot his girlfriend, who was carrying their 1-year-old child, prosecutors said in court filings.

In 2020, federal prosecutors charged him with illegal re-entry and possessing 15 grams of methamphetamine in a latex glove. For those crimes, he received a two-year prison term and was deported for the second time, court records show.

In December 2024, Medrano groped two women at a Bay Point bakery, drove to another part of town, pulled over, and forcibly touched a third woman who was walking on the sidewalk. The next day, he reportedly groped a 15-year-old girl at a store on Willow Pass Road. He was still wearing the same outfit that all four victims described when a deputy arrested him hours after the final sexual assault, authorities said.

The sexual battery spree occurred when Medrano was out on bail facing pending charges of indecent exposure, court records show. That charge stems from Medrano pulling out his genitals and soliciting a nurse during a medical examination at a Pittsburg hospital, authorities said.
